Wuhan City Issues Regulations to Boost Intelligent Connected Vehicle Development

Shanghai (Gasgoo)- On December 30, the Standing Committee of the 14th People’s Congress of Hubei Province announced the issuance of the “Regulations on Promoting the Development of Intelligent Connected Vehicles in Wuhan” (referred to as “the Regulations”), effective from March 1, 2025.

The Regulations aim to promote the development and innovation of intelligent connected vehicles (ICVs) by enhancing infrastructure, fostering technological advancements, and encouraging the adoption of new technologies in Wuhan.

Key points highlighted in the Regulations:

  • Fostering ICV Development and Technological Innovation:
  • The Regulations emphasize the importance of technological innovation in propelling the ICV industry forward. It envisions ICVs as more than just transportation tools, evolving into mobile intelligent terminals, energy storage units, and digital spaces. Integration and innovation across various sectors like automotive, energy, transportation, information communication, and AI are encouraged.

  • Establishment of Joint R&D Platforms:
  • The Regulations support the creation of joint R&D and technology resource-sharing platforms for ICVs. These platforms will provide access to high-quality resources for testing, inspection, and pilot trials, as well as promote the sharing of computing platforms to enhance AI-related computing power, algorithms, and data.

  • Infrastructure Construction:
  • Communication service providers are urged to optimize communication networks tailored to ICV applications, focusing on low-latency, high-reliability, and high-density networks. The use of dedicated wireless communication frequency bands for ICVs, HD maps, crowd-sourced data collection, and high-precision navigation technologies is recommended.

  • Promotion of New Technologies:
  • The Regulations encourage the adoption of new technologies and products for ICVs, supporting road testing, demonstration applications, commercial pilots, and operations to expedite technological advancement and industrialization in the ICV sector.
