China’s Henan province issues policy for development of low-altitude economy

The General Office of the People’s Government of Henan Province recently issued a notification outlining the “Implementation Plan for Promoting High-Quality Development of the Low-Altitude Economy in Henan Province (2024-2027).” This strategic initiative aims to accelerate the growth of the low-altitude economy by integrating low-altitude economy consumption, aircraft manufacturing, and operational services into a comprehensive industrial chain. The ultimate goal is to create a new productive force and establish strategic emerging industrial clusters in the region.

The Plan sets ambitious targets for 2025, including the completion of a comprehensive low-altitude infrastructure layout and the establishment of an airspace management mechanism in Henan Province. The province plans to build approximately 10 general airports and multiple takeoff and landing sites for helicopters and drones. By 2025, the low-altitude economy is projected to reach a scale of 30 billion yuan, with over 50 large enterprises and the establishment of more than 20 provincial-level technology innovation and public service platforms. The Plan also aims to achieve a total of 80,000 flight hours for general aircraft and 1 million flight hours for drones, while creating 20 benchmark low-altitude application scenarios to enhance the industrial ecosystem.

Looking ahead to 2027, Henan plans to increase the number of general airports and transport airports with general aviation service functions to around 20. The low-altitude economy is expected to expand to 50 billion yuan, with approximately 60 large enterprises and over 25 provincial-level innovation and service platforms. Flight hours for general aircraft are projected to reach 100,000 hours, with drone flight hours estimated to reach 2 million hours. The number of benchmark low-altitude application scenarios will be expanded and upgraded as well.

The Plan outlines 27 specific measures across eight key areas, including fostering and expanding the low-altitude consumer market, accelerating industrial development, improving infrastructure networks, establishing a comprehensive airspace management mechanism, enhancing talent development and cooperation, refining standards and policies, and creating a favorable development environment. Key focus areas include leveraging Henan’s tourism resources and transportation hub system to drive the integration of the low-altitude industry, as well as scientific planning for ground takeoff and landing facilities, communication infrastructure, and support services to build a robust ground support network.

In conclusion, the “Implementation Plan for Promoting High-Quality Development of the Low-Altitude Economy in Henan Province (2024-2027)” outlines a comprehensive strategy to accelerate the growth of the low-altitude economy and establish strategic industrial clusters in the region. With ambitious targets set for the coming years, Henan is poised to become a key player in the development of the low-altitude economy in China.
