The UK government is taking steps to transition to electric cars by 2030, and has invited input from vehicle manufacturers and EV charging companies to ensure a successful phase-out of pure-combustion vehicles. New Transport Secretary Heidi Alexander has launched a consultation to provide clarity and confidence for investments in the UK automotive industry.
Business Secretary Jonathan Reynolds recently acknowledged that organic demand for electric cars is not meeting targets set by the Zero-Emission Vehicle (ZEV) mandate. In response, the government is working with the automotive industry to find better solutions for the future. Reynolds emphasized the urgency of the situation and pledged to make a decision by January.
The current ZEV mandate requires car manufacturers to achieve an EV sales mix of 22% in 2024, increasing to 80% by 2030. However, EV sales are forecasted to only reach an 18.5% market share this year, raising concerns about meeting future targets. Some manufacturers are selling electric vehicles at discounted rates to meet the threshold, while others are reducing sales of internal combustion engine cars.
The government acknowledges the challenges and is seeking feedback on updating the ZEV mandate framework. This includes exploring options to support manufacturers, such as allowing hybrid vehicles to contribute to EV sales targets, incorporating light commercial vehicle sales, and considering UK-built electric vehicles in manufacturers’ goals.
In addition, the consultation will address the future of hybrid cars post-2030, when pure-electric vehicles are expected to dominate the market. The government aims to phase out pure-petrol and -diesel models by that time, making electric cars the primary choice for consumers.
