Portugal has emerged as a leader in the electric vehicle (EV) market in Europe, showcasing significant growth in both battery-electric vehicle (BEV) and plug-in hybrid (PHEV) sales. According to data from EV Volumes, a total of 69,882 plug-in vehicles were delivered in Portugal in 2024, accounting for 33.3% of the country’s new-car market. This growth represents a 10% increase in EV sales compared to the previous year, while petrol and diesel registrations declined.
BEV deliveries in Portugal saw a 15.2% increase in 2024, with 41,932 registrations. BEVs captured a 20% market share and made up 60% of all EV deliveries. On the other hand, PHEV sales also rose by 3%, reaching 27,950 units and claiming a 13.3% market share.
Portugal’s EV market has experienced consistent double-digit growth over the past decade, with BEVs surpassing PHEVs in market share in recent years. In January 2025, BEV deliveries continued to rise, increasing by 33.7%, while PHEV registrations dropped by 10.3%.
The Portuguese government has been instrumental in promoting EV adoption through incentives. Private buyers purchasing a new BEV passenger car can receive a €4,000 incentive, while PHEVs are not eligible for incentives. However, eligibility requirements have become more stringent over the years, with additional conditions such as scrapping an old internal-combustion engine car to qualify for the incentive.
In terms of vehicle taxation, BEVs are exempt from paying vehicle tax (ISV) and single circulation tax (IUC). Additionally, new all-electric vehicles sold for €62,500 or less receive a total VAT deduction. PHEVs with a minimum electric range of 50km and low CO2 emissions also enjoy tax benefits.
In January 2025, the Tesla Model 3 emerged as the best-selling BEV in Portugal, with 328 registrations. Other popular BEVs included the Peugeot e-2008 and Dacia Spring. Volvo led the PHEV market with its XC60 model, followed by Mercedes-Benz and BMW offerings.
Overall, Portugal’s EV market continues to show promising growth, driven by government incentives and a wide range of electric vehicle options for consumers. With a strong focus on sustainability and environmental consciousness, the country is paving the way for a cleaner and greener automotive future.
