China overhauls EV charging: 100,000 ultra-fast public stations by 2027

China is making significant strides in the electric vehicle (EV) charging infrastructure space. The National Development and Reform Commission (NDRC) recently announced a plan to deploy over 100,000 ultra-fast EV charging stations by 2027, all of which will be accessible to the public.

The NDRC’s joint notice, issued on Monday, calls for local authorities to develop construction plans for highway service areas, with a focus on locations that experience high traffic volumes during holiday travel peaks. The move comes as China prepares to accommodate the growing number of 800V EVs on its roads, which require high-voltage charging infrastructure to support rapid charging times of 10 to 30 minutes.

With 31.4 million EVs on the road by the end of 2024, accounting for nearly 9% of the country’s total vehicle fleet, China recognizes the need to expand its charging network. As of May 2025, there were 14.4 million charging points, translating to roughly one charger for every 2.2 EVs.

To ensure the smooth operation of the grid, China is pushing for smart chargers with dynamic pricing to encourage off-peak charging, as well as the integration of solar and storage solutions to power the charging stations. The government is also incentivizing charging station operators with 10-year leases and financial support through local government bonds.

A key highlight of the NDRC’s plan is the emphasis on making the DC fast chargers open to the public. This is a significant step forward, as many fast chargers in China are currently restricted to specific vehicle brands. By September 2024, China had expanded its charging infrastructure to 11.4 million EV chargers, but only 3.3 million were accessible to the public.

In line with these developments, California has also made significant progress in EV charging infrastructure, now boasting nearly 50% more charging stations than traditional gas nozzles. The shift towards electric mobility is gaining momentum globally, prompting governments and industry players to invest in robust charging infrastructure to support the transition.
